Using recently measured transverse momentum spectra from 158 AGeV/c Pb+Pb and 200 AGeV/c S+S collisions at the CERN SPS, we address the question whether the transverse motion of hadrons produced in ultra-relativistic heavy-ion collisions is due to random walk initial state collisions or due to multi-scattering induced collective flow.
